Knife Bin
At the bottom of Ha'penny Steps, Ladbroke Grove side. I had no idea that knife collection bins were this large.

Yes. The various councils across London have weapon collection programs. I think they move the bins around to different neighborhoods. This one wasn't there when I was back to visit in October 2012.

I only go to London once a year, so I can't give you complete info. The year after I took this photo, the bin was gone. I think that the council moves them around to different locations. I've never seen a bin for guns (in the US, the police organize gun collection days when people take their guns to the police, no questions asked). As for the rubbish, some housing estates have residents put their rubbish bags on the pavement on collection day only -- the bags are collected by the bin man with a push-bin or small rubbish lorry (not the kind with bin lifts). So, the bags don't sit there for more than a few hours.
