Model shoot
The dog appeared to be a professional model. S/he followed this pose up with a runway walk. His/her trainer/wrangler is behind the lamppost.
That's the doggie fountain at William Berczy Park in Toronto in back. There are two more views of it in the notes over the basin. Our model here is the only real dog in the photo.

This is a new fountain, part of a renovation of Berczy Park by Claude Cormier + Associés. I haven't found a source that reveals who designed the fountain or the figures of 27 dogs, one cat., and a giant bone. I put a note over the cat, who has been distracted by two sculpted birds on a lamppost.
I didn't have high hopes for the fountain while it was building, but it's quite agreeable now that the water's on.
The chief reason for renovating the park was that many of the trees were dying because of lack of space. Many of the trees are new, but in a few years the park should be shady again.
Berczy Park is named for William Berczy, who was extensively involved in the development of early York (as Toronto was then known). He helped clear and developed the townsite, built 15 miles of Yonge Street, cleared the Rouge River, and founded Markham, Ontario, among other work as an architect and surveyor. He also was a successful painter and writer.

By 2015 there were so many trees in the park that they were robbing each other of water, so from 2015 to 2017 the park was renovated to a design by Claude Cormier + Associés.
