Here it appears that at its highest level, the water was just above the level of the original dam. Now, it appears to be roughly where it was before the addition.

There were two large floods in relatively recent history that caused quite a bit of damage in Tempe, one in the 60's and one in the early 80's just a few years before the dam was heightened. I didn't see documentation that heightening the dam prevented later such surges, but it may have. A spring flood might only raise the level of the dam for a few weeks, which might not create noticeable 'rings'.
