It is not only England. it is now and then the same here in the Netherlands.

I feel sad that you have labelled it England Peter, as this is a beautiful country and it should be titled "Morons" because that is what they are. I would never dispose of rubbish that way and neither would most of the people I know. It happens everywhere, because there are morons everywhere.

Sadly it's reality, given the amount I suspect a fly by night house clearance outfit avoiding the cost of taking it to a waste site, being on the road the council will search it for a clue as to where it came from. At the top of that slope a footpath crosses the road some years ago I arrived as someone was preparing to dump a load of conifer me climbing over the stile with a camera had the desired effect although someone else would have got it

EDIT: reading the comments I am falling over again...but perhaps I shouldn't be surprised. As Rosalyn so aptly put it, there are morons everywhere. The pandemic really made a point on this, didn't it. Until then, my husband and I were aware of the high number of idiots everywhere, but then the pandemic hit and suddenly we couldn't hide from the actual truth: seems that there are more idiots out there than we ever imagined. It's so embarrassing that our world is overrun by fools. :(

And sadly not only in England, Peter. It's true, this is really a huge amount of rubbish, but even here, in our countryside you can find all kind of stuff in the ditches by the roads. I regularly take a bag, collect it and then take it to the dumpster.

A detestable practice. Even in my island there are unconscious people who practice it. They get caught because on the boxes there are their names. Fortunately, there are associations that fight against illegal dumping with founding members of elected municipal officials and sworn police officers who can draw up a report.
