This is a one-cylinder stationary petrol engine, for operating stationary equipment via a drive belt connected to the flywheel. There were many different makes and models of these made in the late 19th and early 20th Century, most of them two-stroke, and they survive today in smaller displacements, especially for air compressors and electrical generators, with Honda being a major manufacturer of them. This one predates Honda by maybe a decade, although I don't know the exact year. It's a H. Klima, made in Brno, Czechoslovakia, or the "CSR" meaning "Czechoslovak Socialist Republic," if I'm not mistaken, which would indicate that while the design is primitive, it would have been made in 1948 or slightly later. I could be wrong about that, though, as "CSR" could also perhaps mean "Czecho Slovak Republic." Again, I don't know a lot about the make and model.
