An interesting embankment, how was it made? Is the loco propelling or is the wind faster than the train?

The concrete blocks are there to stop the earth and other fill from migrating downwards. Not a lot is growing there. The loco is running backwards and the wind is pushing the exhaust away on the other side of the train.
