EDIT 12.3.2015: I was suggested to join group 'Rätselecke - Puzzle corner - Coin énigmatique'. I did, and now contribute it with this old picture of mine. Please ignore the roman numeral in the title. More of these may become posted at the group in no sequential order.
EDIT 19.3.2015: And this is an anti bark collar, attached around dogs neck. I and when dog starts to bark, it will spray lemon smelling gas, supposedly to give a negative experience to the dog.

EDIT 19.3.2015: A new one to be solved at group Rätselecke - Puzzle corner - Coin énigmatique. Like you see, this picture I uploaded already some time ago. So, there are few guesses and tips already. This is actually quite a useful item.

It is called as "milk watcher" (milchwächter, anti-monte-lait):

When the liquid starts to boil, this disk starts to tremble on bottom of the kettle, making a loud noise. So, especially useful when heating milk. Not often used these days though. Here how it looks when boiling water:
