The conclusion with a full stop, which by the custom of our times is seldom included in a title or notice, was once perfectly normal, just as places would not use a capital letter for the word 'street', 'road', etc. Even a sign was regarded as a sentence, or sentences, deserving of having the normal rules of grammar and punctuation applied.
