You'd have to think that we're meant to know without being told who the central figures are. But what manoeuvres were occurring in 1913? I was assuming, given that it appears to be a French card, that it was the French army but perhaps it's another one.

Yes, it does look like Nicholas II from another Korniloff-Chaperon card. The company appears to have been based in Brussels, according to that card, but perhaps it was owned by Russians and/or specialized in Russian subjects. www.delcampe.net/page/item/id,0138065649,language,E.html
