This was on sale amongst the fresh fish at the supermarket. I have never seen it before. It is called Passe-Pierre (French) or Zeekraal (Dutch) and in English it turns out to be called samphire, or sea beans, or sea asparagus. It is a type of Salicornia, "a genus of succulent, halophyte (salt tolerant) flowering plants in the family Amaranthaceae that grow in salt marshes, on beaches, and among mangroves... native to North America, Europe, South Africa, and South Asia."
