I guess in RN you didn’t paint over crap, but in MN it is usual to delay shipyard expenses for proper maintenance !

Definitely not...........as a junior rating I spent hours chipping old paint off and applying "red lead" primer before applying top coats. If you tried taking shortcuts and got caught you were made to strip it back and start again. I don't think money was an issue for the the Armed Forces back then.............not like nowadays.
