Apparently they were so scared that they'd have a fire at Cliveden, they made this clock tower into a water tank to have a ready supply of water.

Apparently Petworth House was once set in 1000 acres of grounds, some of which were designed by Capability Brown.
Wimpole Estate Folly
I really don't understand why the "well to do" made these faux ruins. It seems like a bad waste of good money to me.
