“Erected 1899 by the Ladies’ Memorial Association of Jefferson County Fla.”
“Our Fallen Heroes”
Per the Wikipedia article on ‘Ladies’ Memorial Association’, the associations existed just after the Civil War as essentially a subterfuge for promulgating the “Lost Cause of the Confederacy” without getting charged as treasonous since women (at the time) were considered to be non-political.
