I think it is Hebrew, Stepney once had a stong eastern European Jewish community

doubt if it's a synagogue, as I've never seen one with loads of writing outside, and I can't see the words god or synagogue. I'd guess whitechapel , near the bell foundry, though there was a cannon foundry in wapping too. you need someone who can read hebrew well really, though of course this might be yiddish.
