A mystery. I've come up with a few ways to account for this gentlemen's presence in the middle of the road, but which is true?

I can't recall the exact situation. I was crossing the road behind him. I think it was an approved crossing place by virtue of a pedestrian refuge in the middle of the street. It looks as though he is using a mobile phone (cellphone, I guess you call it) and so maybe he is taking a call, or contemplating using it to take a photograph. Whatever is the explanation, he provided a valuable foreground interest in what was otherwise a humdrum picture.
