OK, in my humble opinion (OK, OK, in my rather pompous opinion -grin-) there can be no plagiarism in art. We all build upon those that went before us, learn from those around us and create based upon whatever we see and feel.
OK, having said that I was just over on HelenaPF's page delighted by her 'La nécropole de la nostalgie' and listing to YANNI's 'Prelude and Nostalgia' on you tube.
Subsequently, I had to get this simple image out of my head and on paper, titling it reminiscence, a synonym of nostalgia.

Second - I agree in concept with what you say about plagiarism. My only variance is that if one is going to share one's art (than is drawn from other art), it should be better than what is being plagerized. Or at least bring whatever it is into a new light. Now I'm sounding pompus. But I just wonder what the point would be if it wasn't better. We already have the original.
I imagine you have no problem with Bob Dylan's works of art - they match your idea quite well. He has such a large knowledge base of music and literature, he constantly draws from that, frequently quoting exactly, but placing it in a different context, or surrounding it with words and music that lifts it up or shifts it to be seen in a new light. In essence he keeps it alive by plagerizing it. There are some songs that no one would ever remember or listen to if it weren't for his having taken parts of it into a new work by him - and now people go back to find that source and enjoy the source in its own right.
I obviously have too much time on my hands, and not enough discipline to focus it on creating my own art...
