This is a neat pole! As for the secondary, this is the only time I've ever seen DP&L put the neutral wire on top instead of the middle! Did you find any glass spools?

Here's a glass spool I found on a pole in Troy, which turns out to also have the neutral on top. I forget where the pole is located at. www.ipernity.com/doc/331991/25569421
