This device is intended as part of a water cleanliness system.
I presume that it is an oil trap ? as it seems to working as a surface skimming system.
Most of the marina users & staff do try and keep the water clear of litter, but when it is windy that can be a difficult battle to win - not helped by gulls emptying waste bins in search of waste food.
