On 14 November 1993, in the pouring rain, the President of Germany, Richard von Weizsacker, came to the Neue Wache to rededicate it as the central National Memorial to the Victims of War and Dictatorship. It was a low-key ceremony with no formal speeches, even though this place over the years had been a memorial to three different wars-- it was the Prussian memorial to the Napoleonic Wars, the Weimar memorial for the First World War, and finally the Soviet memorial for the victims of fascism and militarism in the Second World War. Now the building was to commemorate “the vikctime of war and tyranny” -- all wars and tyrannies -- and here, in the centre of the plain slate floor, under the oculus open to the wind, rain and snow, as well as to the sun, is a larger version of that sculpture created in 1937 by Kathe Kollwitz, who was herself both witness and victim. ~ Page 416
