Maybe somebody parks inside the container.

The parking lot has been rather empty since another parking opened. (the entrance can be seen at the top-middle of the picture

The university wants a building which can be easily rented out of sold if the university doesn't need the building anymore and that means that there has to be enough parking. In the olden days there were some buildings here, but they were demolished.
