An outdoor area outside of a cafe or bar where you can sit and drink is called a "terras" in Dutch.

Yes, but terrace as a place where you can drink outside a cafe or bar would be more correctly translated as pavement cafe, outdoor cafe or sidewalk cafe, wouldn't it?
