Some streets have strange names, in The Hague Apendans and in Haarlem for instance Raaks and here, Anegang. Anegang probably meant "connecting road", but other etymologies exist.

To indicate the position of a gas pipe or a water mains in the ground or a valve of those pipes, I'm not entirely sure. It indicates the position, so 3.3 meters to the right and 2.3 meters down (or from the building, I'm not entirely sure).

I did some research and it indicates the connecting point from the main line. Modern signs have different colours and letters for the different utilities (gas, water, fire hydrants, mains). The sign can indicate diameter of the tube and the location (from the building or object and to the left or right of the sign).
