Young people hanging out on the streets are considered a problem in Holland. We call them "hangjongeren". This notice in the window of a coffeeshop (which does not sell coffee) asks to report any "hangjongere", because they have caused nuisance. Too much nuisance (and too much young people) around a coffeeshop can cost it its license.
"hangen" isn't only limited to young people, pensioners are known too to hang out at shopping areas, supermarkets and fast-food restaurants. Instead of bicycles and mopeds the young use, they come with their walking frames.
The announcement is not without its spelling mistakes.
