Well, I think it was, but it withdrew its candidacy because it wanted to give other cities a chance. They knew they would win with a huge majority and they felt it wasn't fair ;-))

So far, I've only heard of the "Prettiest Ugly City" award, but if there will ever be an "Ugliest Pretty City" award, I'm sure Ludwigshafen is going to win that one, too!!
