The view through the fence is of the Olympic Stadium in East London being converted to a football stadium ~ you can just make out some of the cranes which are coloured yellow.

Hit the link under the picture to set details of the Mittal Orbit tower the top of which I took this shot from. Or near the top at any rate. Thus the principal purpose of the fence is to stop people being able to fall or jump to an almost certain death.
