I think this fence has been here a very long time to prevent the obvious accident of falling onto the road! Some parts of the walls, where the drop is only small, are unfenced. Maybe you remember these.

I suppose if we think back to the good old days, and the soldiers running along here with pots of boiling oil to pour onto prospective attackers, then raining arrows and boulders upon them, perhaps falling of the walls is a better option!!
