A phrasal verb, it needs the preposition 'up'. To tart something up = to apply colour or decoration, usually without style or taste! It has also has a connotation of cheap prostitution (tart = British English slang for prostitute). I'm not suggesting that prostitution was the effect I was looking for ... !
