A difficult place to photograph as it is so narrow, hence the two shots at it. It looks as if it should be in a West Country fishing village rather than the centre of Oxford.
Judging by the board to the right of the entrance, this is now a language school. The blue plaque in the centre records its earlier role as the home of the Oxford Playhouse.
The building at the right of this group, no.21, is part of Saint John's College, more of which can be seen beyond it.

The interestingness lies in its method of display rather than its content, perhaps. As the poster is attached to the bike, not a wall or a lamp-post, the idea may well be that it can claim to be just parked there temporarily, not actually 'posted'.
